The Isabela State University Roxas Campus is a unique campus among the ISU System because it has three (3) sites; on the eastern site at the Rang-ayan Campus, on the western site at Matusalem Campus, and the mid-Site where the Provincial Institute of Fisheries is located. Since it has three (3) sites, the administration created library per sites to accommodate the needs of the students. The East Site Library (Rang-Ayan Campus) is located at the

2nd floor of the Administrative Building, and houses the collection of College of Education, Institute of Information and Communication Technology and Senior High School Department. The West Site Library (Matusalem Campus) has a separate building and is accessible to students, faculty and other patrons. At present, the Library can be found at the 2nd floor of the said building, it house the collection of College of Criminal Justice Education and the School of Agriculture and Agribusiness. The Mid-site Site Library, is a mini library that houses professional collection for the Provincial Institute of Fisheries. The library has seven (7) major areas/sections namely: Periodicals Section; Internet Section; Technical Section & Librarians' Office;; Reading Area; Unpublished Materials Section & General References; and the General Collection & Filipina Sections.
